Mr KEATING (Treasurer) —by leave-The Deputy Leader of the Opposition, the honourable member for Bennelong (Mr Howard), said today in a question to me in relation to this matter that the document tabled represented the minutes of a meeting. The fact is that it does not contain the minutes of a meeting because the minutes would require some approval of their contents by me and there were no minutes kept as such. The document is obviously someone's note, if that. I make the point that it has no official status and, indeed, is not even an accurate record. I indicated at Question Time that I expressly told the unions that they would be vetting nothing in respect of the applicants. Indeed, my own Caucus committee sought also to involve itself in the approval of foreign exchange licences. I disagreed with that; I said that it was not entitled to do that. I would not allow it to do that and it did not. In the same vein, I told that to the bank employees unions. I do not know whether this document is even a note of a bank employees union-it has no signature to it-but it certainly is not a minute of the meeting and it is definitely an inaccurate record of what took place.
