Senator IAN CAMPBELL (Minister for Human Services) (1:01 PM) —The government read the Senate committee report. It is recommendation 8 that Senator Bartlett’s amendment has picked up. The government believes that the term is sufficiently broad to include any and all of the circumstances which can be taken in isolation or together that need to be considered in assessing whether or not a person is of good character for the purposes of Australian citizenship. It needs to be pointed out that applicants refused on the basis of not being of good character have the right to a merits review of the decision by the AAT.
