Senator MURPHY (New South WalesLeader of the Opposition) - Proposed sub-clause (4.) deals with the question that the. Standing Committee on Con stitutional and Legal Affairs raised about sentences which had been, imposed before the Bill came into operation. The amendment makes it clear that the Bil! will apply to offences committed before its commencement, including those in which proceedings are pending and those for which the person is under sentence of death at the commencement of the Act.
