Senator PALTRIDGE (Western Australia) (Minister for Defence) . - I repeat the reasons which I gave just recently. The Richardson Committee - not Sir Frank Richardson himself - examined this proposition and made its recommendations on the basis of what it believed to be equitable, practicable and desirable.


Senator Wright - I did not hear the Minister read from the report any specific reference to this matter. It did not appear as though this question occurred to the Committee.


Senator PALTRIDGE - I am sure the honorable senator is right. I do not think there is a specific reference in the report to the Presiding Officers or to the reasons for their exclusion. The report refers only to those who the Committee recommended should be included in the scheme. There are one or two matters that occur to me now that might have persuaded the Richardson Committee to reach its conclusion. I should prefer not to expose them now because this discussion takes me by some surprise. I should like to give it consideration.

I say to my friend Senator Cormack that, the question having been raised, I will undertake to bring it to the notice of the Government and ask the Government to consider it. If the Government's consideration is favorable, I will suggest that the Act be further amended in the near future.
