Senator CAVANAGH (SOUTH AUSTRALIA) - I ask the Minister representing the Attorney-General whether he has seen in yesterday's edition of the Adelaide " News " a report of proceedings in the Commonwealth Industrial Court in which Mr. Justice Joske said that he regretted it was not possible to do other than impose a penalty on the five unions involved in a strike at General MotorsHolden's Pty. Ltd. Will the Minister give consideration to amending the Commonwealth Conciliation and Arbitration Act to permit judges to act in accordance with their beliefs of what is right instead of having arbitrarily to impose penalties?
