Senator SPICER (Victoria) .- I did not rise to express objection to the bill, but I join with the Leader of the Opposition (Senator McLeay) in showing my concern at the persistence with which social measures are being presented to this Parliament without any provision being made by the Government for the financing of them. It is an easy matter to say that we are in favour of widows' pensions, an increase of the invalid and old-age pensions, or any other social benefit; but, if the schemes are to be placed on a proper basis, the real problem is to provide the finance whereby effect can be given to them.
