Senator HARDY (New South Wales) . - In Australia civil aviation is still under the control of the Department of Defence, whereas many other countries including Canada, have found it advisable to transfer it to the Department of Commerce, because it is believed that civil aviation should be free to develop along commercial,; rather than defence, lines. I am aware that it may be argued that civil aviation is subsidiary to defence; but the same -argument could be used in favour of placing the mercantile marine under the Defence Department. The Government should give this matter its most earnest consideration, in view of the strong body of public opinion in- favour of transferring civil aviation from the control of the defence authorities to some other department such as the Department of Commerce.
