Senator A J McLACHLAN (SOUTH AUSTRALIA) (Postmaster-General) . - Although I cannot hold out any great hope of the honorable senator's suggestion being agreed to, I shall transmit it to the Minister in charge of war service homes. One principle of municipal law is that rates are a first charge on the land. In South Australia an attempt was made to arrange a compromise along the lines suggested by the honorable senator, but it failed.
