Senator PAYNE (TASMANIA) - I mention this subject because I know of instances of large sums of money having been spent on the technical education and vocational training of youths, and after their training had ended, no work was available for them.

Senator Sir George Pearce - The conditions in the Federal Capital Territory are exceptional, and it is only to that territory that the item applies. There is an excess of unskilled labour in Canberra, but a shortage of trained artisans.

Senator PAYNE - I welcome any scheme which will absorb the youths who are growing up in this territory, and I hope that what is contemplated under this item will have beneficial results.
