Senator NEEDHAM (Western Australia) . - My attitude towards motions for the suspension of the Standing Orders is well known; but I realize that there comes a time when, in order to facilitate the passage of legislation and enable the business of the session to be brought to a close, the suspension of the Standing Orders is justifiable. I realize that this is one of those occasions, and, therefore, I offer no objection to the motion.

Question so resolved in the affirmative.

Bill (on motion by Senator McLachlan) read a first time.
