The PRESIDENT - Order ! The honorable senator is not entitled to offer an opinion when asking a question except to the extent necessary to explain his question.

Senator Sir WILLIAM GLASGOW - If the honorable senator wishes to know if the members of the Development and Migration Commission have unlimited powers, the answer is in the negative.

SenatorFINDLEY. - Have they the right to tour and talk on every occasion they feel inclined so to do?

Senator Sir WILLIAMGLASGOW.The members ofthe commission necessarily have to tour the Commonwealth in order to acquaint themselves with the problems with which they are dealing.
