Senator NEEDHAM (Western Australia) - I ask leave to make a statement in regard to the Opposition.

Senator Givens - I rise to a point of order.When we met here for the first time on the 9th of May last we were twitted by the President with not having taken a certain objection at the proper time.

The PRESIDENT (Senator the Hon. Sir John Newlands). - The Leader of the Opposition has been given leave to make a statement.

Senator Givens - But no honorable senator has the right to transact any business until the business of the Senate is called on in the proper way. The proper way is for Mr. President to ask if any honorable senator has a petition to present and then call on questions without notice and notices of motion.
