Senator LYNCH (Western Australia) . - The rather discouraging figures quoted by the Minister (Senator Russell) disclose the inability of the local, manufacturers to hold their own under high protective- duties; and the fact that the only competition comes from America and Canada, which are white-labour countries where wages and conditions are, if anything, better than our own, lead one to believe that if we cannot carry on under these rates a duty of 100per cent, would not be adequate. In these circumstances I am inclined to support the request submitted by Senator Payne.
