The CHAIRMAN (Senator Bakhap (TASMANIA) - Except for the purpose of a passing illustration, it is undesirable for honorable senators to discuss items already dealt with by the Committee.

Senator LYNCH --I. intended only to make a passing reference to the item, Mr. Chairman, and, if I may be permitted,' I desire also to refer to an item discussed by Senator Pratten in connexion with which the duty has increased in thirteen years by approximately 70 per cent.. I am not suggesting that the duty on cigarettes should be increased to that, extent, but I desire the Committee to support my proposition to increase the rate to 15s. per lb. on manufactured cigarettes.

The. CHAIRMAN.- Will the honorable senator explain his request?

Senator LYNCH - I move-

That the House of Representatives be requested to make the duty (general) 15s.
