Senator PAYNE (Tasmania) . - The clause provides that increases shall be annual except where otherwise prescribed, and no increment shall accrue to any salary until the officer has been in receipt of that salary for the period of twelve months.

Senator Pearce - The words except where otherwise prescribed" govern that also.

Senator PAYNE - That is not fair. Although the words to which I have referred are in the centre of the clause, they affect the latter portion, which provides that no increment shall be paid to any officer until he has received the salary for a period of twelve months.

Senator DRAKE-BROCKMAN (WESTERN AUSTRALIA) -Bboqkman. - The words "except where otherwise prescribed" govern that.

Senator PAYNE - If such is the case, I intend to support Senator Senior's amendment.
