Senator BAKHAP (Tasmania) . - The clause in regard to some of its terms seems to be quite superfluous, and appears to introduce an unnecessary element of complexity. It is also a contradiction of the opening lines of clause 34. If the duty is to be a first charge on an estate, I understand that it will be deducted from the value of the estate, and the balance will then be available for the purpose of meeting all legacies and bequests made by the testator.
