Senator RUSSELL (Victoria) (Assistant Minister) . - In the opinion of the Department the present definition of ' Master ' ' is not quite clear, and the object of this clause is to make it as clear as language can that the pilot is never at any time in charge of the ship, but is subject to the control of the master. It is also desired to bring the definition of "Master" into conformity with section 351 of the Navigation Act, which clearly lays down what the powers of a pilot are. The Department think that if this amendment is made it will leave no room for dispute as to relative powers of pilot and master.

Clause 3 -

Section 27 of the principal Act is amended by omitting thefollowing words: - "or (d) fraudulently lends his certificate to, or allows it to be used by, any other person,"
