The CHAIRMAN - The question before the Committee is that clause 2 be agreed to.

Mr WENTWORTH(Mackellar)- Mr Chairman, I wish to make a personal explanation.

The CHAIRMAN - Does the honourable member claim to have been misrepresented?

Mr WENTWORTH - Yes. Shortly before the sitting was suspended, the Leader of the House (Mr Daly) was good enough to say that I had violated an arrangement that there should be only 2 speakers during the Committee stage and that I was not in contact with my own Party in regard to this matter. Both of these things were untrue. I was in contact with the Deputy Opposition Whip, the honourable member for Angas (Mr Giles), shortly before the debate, and he assured me that there had been no set arrangement. Subsequently I was in touch with the honourable member for Corangamite (Mr Street), and he told me that there was no such arrangement. I think it is possible that the Minister is under some misunderstanding and, if so, he could put the matter right by giving an explanation and apology to the Committee. But I point out that as a self-confessed falsifier of Hansard his credibility is low.

Mr Street - May I speak on the same subject?

The CHAIRMAN - The honourable member may speak to the clause but he cannot comment on a personal explanation.
