Mr DALY (Grayndler) (Leader of the House) - I wish to make a personal explanation. It has been said by members on the other side of the House that I gagged one of our own Ministers in the debate for the suspension of Standing Orders. Mr Speaker, as you well know, the time allowed for debate on the suspension of Standing Orders is 25 minutes and in accordance with the procedure, the Deputy Speaker at the time put the question. Consequently there was no opportunity for any one to speak but me. Had I sat down the call would have gone to the Opposition and consequently, knowing that Opposition members would have taken the call there was no alternative but to let the time expire as it did. It is not my fault; it is the fault of the Standing Orders.
