The CHAIRMAN (Mr Lucock (LYNE, NEW SOUTH WALES) - It is Schedule A, the request by the Senate for amendments.

Mr Hayden - I do not know whether or not I am a little dense but the words were clear enough when 1 spoke to the Minister, and the understanding of the Deputy Leader of the Opposi tion (Mr Barnard) also was clear enough after speaking to the Leader of the House (Mr Snedden), that after the Minister had made his statement I would reply to him and then there would be no more debate and the matter would be referred to the Senate. It is on this assumption that we are conducting this debate. This was clearly stated to me, but the Minister is proceeding at the Committee stage to debate these particular sections. He ought to be clear in explaining what he intends to do. He is as fuddled in his explanations as he is in his handling of the affairs of the country.
