Mr WHITTORN (BALACLAVA, VICTORIA) - I direct a question to the Minister for National Development. It has been suggested by the new South Australian Premier that detailed planning for the Dartmouth Dam can and should proceed before the South Australian Government agrees to its construction. 1 ask whether or not it is our responsibility to protect taxpayers' funds or whether we are prepared to spend these large amounts before the Government of South Australia has ratified decisions previously made.
