Mr GLYNN (Angas) . - Perhaps the Minister will tell us why this method of drafting has been adopted. Will he tell us why, for instance, the definition of " design " in the English Act has been cut down, then divided, and added to? For instance, the word "industrial " is used in this clause, although I cannot find it in any Act. It is true, however, that it appears in the report of the Convention of 1883. Will the Minister tell us why there is such a variation from the English Act?
