Sir WILLIAM LYNE (Hume) (Minis ter of Trade and Customs) . - I move -

That the Bill be now read a second time.

Some honorable members may ask why this measure has not been introduced at an earlier stage.

Mr Johnson - Hear. hear.

Sir WILLIAM LYNE - The honorable member ought to know very well why it has not been introduced before.

Mr Johnson - Why is it introduced at this stage ?

Sir WILLIAM LYNE - In consequence of continual talk and waste of time there has not been an opportunity to introduce the Bill until the present time.

Mr Johnson - On a point of order, sir, I desire to ask whether it is in order for the Minister to state that certain things have not been done on account of the Opposition wasting time?
