Senator MURPHY (New South WalesAttorneyGeneral) - It may be that the transfer would, using it in that broad sense, need to take place bit by bit. For example, in Queensland it may be that in the northern areas one can transfer it there and there may be certain conditions. It may be that some particular matters are subject to some court or judge being available and so forth. You may be able to have an orderly transfer. There is nothing more or less than simply providing for an orderly transfer. It may be that instead of simply blocking off geographically, the institution or the transfer may be made only in certain defined conditions. It is thought that this may be an appropriate way to do it. It is as simple as that.
