Senator DURACK (Western Australia) - The Opposition will support Senator Hall's amendment. The point made by Senator Everett, I believe, is not correct. Sub-clause (2) is perfectly reasonable. It would stand because the moneys will be payable to a State only for the purpose of carrying out an approved program and to the extent that works are carried out under the approved program. What Senator Hall's amendment does is to take away the absolute discretion of the Treasurer to say whether he will pay the money and whether the program is being carried out.
