Senator MURPHY (New South WalesAttorneyGeneral) - Those people who have been concerned with this matter and, indeed, I suppose those who would be affected by it have their legal advisers and they have looked at the matter over the interval. I understand that these alterations- the removal of the words 'by way of cml action', the deletion in clause 77 of the further reference to an action, the substitution of the word 'proceeding', and the recasting of the clause to the way in which it stands now- are satisfactory to those people. The proposal which I put forward ought to commend itself to the Senate as a reasonable way in which to show that the court will be required to insist upon a strict standard of proof and one that ought to solve the difficulty with which we are faced.
