Senator MURPHY (New South WalesLeader of the Government in the Senate and Attorney) (General) - in reply- Everyone seems to be agreed that the question of sovereignty ought to be resolved. The convenient way for that to be done is for the Bill to go to the second reading. If it is passed it will at least be in such a form as will enable that question to be resolved by the courts, if necessary. I suggest that we proceed to a vote.
