Senator WRIGHT (Tasmania) - I draw to the notice of the Minister that the Government is expecting us to make our decision when we do not know to whom the obligation will be incurred or for what reason.

Senator Cavanagh - I would have thought we were doing that in the Bill.

Senator WRIGHT -I make those 2 points. To whom or for what purpose? I would think that the sensible decision could be made when the person guaranteed and the purpose of the guarantee are known.
