Senator MURPHY - I regret to have to move dissent from your ruling, Mr President, but this is a simple matter. If the Attorney-General (Senator Greenwood) waited for 20 minutes he could do what he wants to do then.

Senator Webster - All you are doing is cutting into the time.

Senator MURPHY - No, I am not. As I say, I do this with some regret because it is obvious that the Government will endeavour to shorten the time for debate.

Senator Webster - -It is obvious that the Opposition will try to stop the debate.
