Senator GREENWOOD (VictoriaAttorneyGeneral) -I have listened with interest to what a number of senators opposite have said in connection with the 3 clauses. The arguments which have been raised are substantially arguments as to the policy of the Bill. As such, I think they are properly second reading speeches made in the guise of Committee debate. Much of what was said could have been said in the course of the second reading debate.
