Senator ELLIOTT (Victoria) . - With respect to my statement that this duty of 15 per cent, led to the closing of the Richmond River factory in the course of twelve months, I may say that the duty has been in force since 1914, and with the additional protection afforded by the war, the Richmond River factory was enabled to start, and was well established.It was only because, during this year, there was an enormous increase in the imports of American spokes, that the factory was compelled to shut down.
