Senator ELLIOTT (Victoria) . - Here again there seems to be an intention to discriminate in some way. Under clause 15 all officers, whether they have served in the Australian Imperial Force or not, must pass an examination, therefore the clause cannot refer to such officers, and this clause, like section 21ab which is to be inserted in the Defence Bill, must refer to officers from other Services. It would scorn that special provision is to be made by regulation to promote them without examination. I shall vote against the clause.
