Senator FINDLEY (Victoria) (Honorary Minister) . - On behalf of the VicePresident of the Executive Council I wish to say-

Senator Chataway - Is this in order?

The PRESIDENT - Senator Findley is in order in making an explanation relating to anything affecting himself.

Senator FINDLEY - During the discussion on Senator Chataway's motion, it has been slated that the Government made a promise which has been broken. As a member of the Government that statement reflects upon me.

Senator Lt Colonel Sir Albert Gould - The honorable senator is only entitled to make a personal explanation at this stage. He cannot make an explanation on behalf of Senator McGregor.

Senator FINDLEY - I wish to make it clear that the promise has not been broken. Senator Chataway has incorrectly quoted Senator McGregor. In justice to my colleague I think that the promise which he made should be correctly quoted.

The PRESIDENT -- The honorable senator is not in order at this stage in making a statement concerning the VicePresident of the Executive Council. He is only entitled to make a personal explanation.
