Senator CHATAWAY (Queensland) . - There is one point which I wish to urge in favour of the amendment. It has been admitted by the Government that while they hope that the Bill will pass through the Senate this year, there is reasonable ground for assuming that it will not pass through the other House. In other words, there must be an interval of twelve months before it can be passed. I take it that the construction of a good many ships will be begun during the ensuing year, and thatj I submit, is a very good reason why the Minister ought to accept the amendment.
