Senator ST LEDGER (Queensland) . - I do not desire to delay the passage of the Bill, but to let the country know that it is intended, and that the Government admit that it is intended, that, as regards our export trade, British ships shall be handicapped as compared with foreign ships, and that Australian' vessels shall have a preference in our coasting trade.
