Dr Gun (KINGSTON, SOUTH AUSTRALIA) asked the Minister for Health, upon notice:

(1)   Is it a fact that certain State Health Departments have considerable experience in the planning and operation of school dental services.

(2)   Has the Dental Services Advisory Committee been formed to draw on the experience of the States and formulate a national policy for school dental health services.

(3)   Has the Commonwealth issued directives to the States on the planning and operation of school dental clinics.

(4)   If so, have these directives been pursuant to the recommendations of the Dental Services Advisory, Committee.

(5)   If not, how and by whom have the recommendations been formulated.

Dr Everingham - The answer to the honourable member's question is as follows:

(1)   Yes.

(2)   The terms of reference of the Australian Dental Services Advisory Committee are:

(a)   to advise the Minister for Health, through his Director-General, on matters relating to the establishment, organisation and operation of the Australian School Dental Service;

(b)   to review and report on progress achieved by the States and Territories in establishing the Service;

(c)   to review and report progressively on the effect of the Service on the dental health of its patients;

(d)   to consider the need for, and recommend where appropriate, extension of the Service.

The Australian Government, the States, the Territories and the Australian Dental Association are represented on this Advisory Committee. Therefore, considerable collective experience is available to the Committee in formulating its recommendations.

(3)   Yes.

(4)   and (5) Directives issued to the Slates on the planning and operation of the school dental clinics were based on:


(a)   Policies which were approved by the Government in February 1973 when the decision to proceed with the Australian School Dental Service was made;

(b)   the discussions and report of the Conference which was held on 8-9 March 1973 to consider details of the proposed Australian School Dental Service and which was attended by representatives of the Australian Government, the Territories and the States.

(c)   the recommendations of the Australian Dental Services Advisory Committee.
