Mr DEPUTY SPEAKER -Order! I point out to the honourable member that this Bill does not alter in any way the functions of the Commission. The only purpose of this Bill is to appoint a Chairman.

Mr WENTWORTH - Quite so, but the Chairman is the Chairman of the Commission

Mr DEPUTY SPEAKER -The functions of the Chairman to be appointed are the same as those of the previous Chairman.

Mr WENTWORTH - Of course, but I am saying that the Chairman now will have additional responsibility because of what the Government has done in another and parallel field. I am trying to say how important this position is because of the functions which the chairman must carry out. It is a great pity that the Government's advisers in another field-
