Mr SPEAKER - Order! There is too much audible conversation.

Mr HALBERT - In view of the fact that many people in country areas have spent large sums on television aerials and still receive only intermittent programmes, will the Postmaster-General consider working out a plan for a free or concessional licence in those areas which prove, under test, not to give reasonable service? Does he agree that it is wrong in principle to ask people to pay for something which they do not receive?
