Mr HAWKER (Wakefield) (12:40 PM) . - Honorable members are aware that the Legislative Council of New Guinea consists of a certain number of Government officials who are ex officio members of the council, and a number of non-official members who represent the planters, gold miners and members of the commercial community. Will the council, which has to approve the expenditure of large sums of money, that may seriously affect the taxes imposed on the people; have to approve of this loan?


Mr Hughes - In order to give effect to this proposal it will require an ordinance which must be passed by the Legislative Council.
