Mr FENTON - The replies to the honorable member's questions are as follow : -

1.   No schedule of rates is supplied, but when a person applies to occupy a position of allowance postmaster he is made aware of the annual emoluments in respect of the position, and recognizes that they will bo subject to fluctuation if there is appreciable variation in the volume of business transacted.

2.   It is not considered that there is any justification for making a departure from the practice which has been followed since federation.

3.   The factor mentioned by the honorable member is not overlooked in assessing the payments to be made, which are known approximately, and accepted by the person wishing to undertake the duties.
