Mr DEPUTY SPEAKER - Order ! The honorable member must not debate the matter.

Mr JAMES - In view of his answer to me, will the Minister for Trade and Customs explain how the department can. arrive at a fair basis for the imposition of primage duty if no statistics are kept as to the quantity of imported coal consumed in Australian waters? Cannot a regulation be framed to require ships entering Australian ports to state the quantity of coal in their bunkers?
