Mr RYAN (West Sydney) . - I strongly support the contention . of the honorable member for Melbourne Ports. Surely it cannot be the intention of the Minister to take action if the shipping company does not see fit to do so and does not want action taken. It seems to me to be a proposition to substitute political power for the power of the Courts. If a company were to consider that there might be a doubt regarding the establishment of a prosecution before a Court, all that need be done then would be to move the Minister.
