Mr GLYNN (Angas) . - I mentioned just now that it is necessary for honorable members to look at the total expenditure in connexion with all works, if they wish to ascertain the effect upon the States of debiting that expenditure per capita. In the case of Tasmania, I find that if the expenditure upon new works1 in that State were debited upon a population basis the amount which she would be required to pay would be £29,000, whereas if she had to pay for them herself she would contribute only ,£21,000. So that she really gains £8,000 by the system which is being adopted.
