Mr SPEAKER - The honorable member should discuss his amendment in Committee; not now.

Mr KELLY - I am discussing the general question whether it is necessary to provide in the Bill for the giving of this power ; but, as it may be better to deal with the subject in Committee. I shall content myself with remarking that, as the Government has provided in the Bill for the making of reciprocal arrangements between the Commonwealth and the States in this very direction, .it would not be amiss to also give power to make reciprocal arrangements with other countries.
