This Parliamentary Handbook is the 28th edition and sets out detailed information about the 39th Commonwealth Parliament. The parliamentary service and political career of Senators and Members are presented, together with details of parliamentary committees and elections up to and including the October 1998 poll: the biographical information is correct as at 31 August 1999.

The Parliamentary Handbook has been compiled by a number of Library staff, the major elements of the compilation and editing undertaken by Martin Lumb, with assistance from Nola Adcock, Sandra Bailey, Scott Bennett, Margaret Healy, Diane Hynes, Judy Hutchinson, Andrew Kopras, Rob Lundie, Cathy Madden, Leanne Manthorpe, Gerard Newman, Colette Ormonde, Birthe Wenzel, Janet Wilson, Vivian Wilson and Geoff Winter.
