Notices of Motion were given, as follows-- Senator McLaren: That, on the next day of sitting, he would move--That the Senate expresses its grave concern at the continuing down-turn in building approvals in South Australia, as revealed in the Australian Bureau of Statistics publication, Building Statistics Bulletin No. 8704.4, dated September 1981, which showed that:

(a) in the three months to September 1981, approvals for new dwellings in South Australia had slumped to a level 28.6 per cent below that in the corresponding period of 1979, when there was a Labor Government in office; and (b) actual numbers of dwellings approved in South Australia totalled 2817 in the three months to September 1979 but only 2011 in the three months to September 1981.

Senator Gietzelt: That, on the next day of sitting, he would move--

(1) That a Select Committee, to be known as the Select Committee on the Electoral System, be appointed to inquire into and report upon all aspects of the conduct of elections for the Parliament of the Commonwealth and matters related thereto, including, without limiting the generality of the foregoing--

(a) public funding and disclosure of sources of funds;

(b) electoral advertising;

(c) franchise and registration of voters;

(d) voting systems;

(e) polling procedures;

(f) legislation governing, and operation of, the Australian Electoral Office; (g) ballot paper format;

(h) media coverage; and

(i) electoral distribution, procedures and systems.

(2) That provisions relating to the composition and powers of the Committee be contained in a subsequent Resolution.

(3) That the date on which the Committee shall commence its inquiry be contained in a subsequent Resolution.

(4) That, as soon as practicable after this Resolution is agreed to by the Senate, the President shall authorize, and cause to be made, public advertisements advising of the establishment of the Committee and inviting submissions in relation to the matters referred to in paragraph (1) of this Resolution, such submissions to be lodged with the Clerk of the Senate on or before 10 March 1982.
