Senator HEFFERNAN (4:01 PM) —I am pleased the government is cooperating and that we are all fair dinkum that what comes out of this committee will be looked at and used to fashion what is a proper carbon market and a carbon sink in a responsible way. Would there be a need to grandfather people who are going into the market? We all admit there is a grave unknown in all this and I do not know how we have come to get ourselves in this position, but there are people in the investment vehicle market now who are promoting this, even before we know what the requirements around it are. Do we put people on notice, do we grandfather it? God knows what we do.
