Senator ELLISON (Minister for Justice and Customs) (10:12 PM) —I think that we can look at the practice of other member states. The fact is that there are international precedents for this sort of legislation. Relevant legislation from the United Kingdom, Canada and the United States was considered when drafting this bill. All those states are answering their obligations under resolution 1373 of the United Nations Security Council. The similarities are there between this bill and the legislation that has been mentioned from those overseas jurisdictions. I mentioned the resolution from the United Nations Security Council. We believe that we do have the checks and balances there to ensure that human rights and civil and political rights are observed.
