Senator TROETH (Parliamentary Secretary to the Minister for Agriculture, Fisheries and Forestry) (6:07 PM) —The issue is that entitlements are allocated to individuals, not to farms. Lessors can leave as part of the adjustment process, and farm owners can similarly leave their farm and they will receive their entitlement over the next eight years. All entitlements are to stay with the individuals, and it is their decision, obviously, whether they stay or not.
