Senator COATES —I present the report of the Standing Committee on Finance and Public Administration on the order of the Senate for the production of indexed lists of departmental files.

  Ordered that the report be printed.

Senator COATES —by leave—I move:

  That the Senate take note of the report.

Mr Deputy President, the committee has considered the matter of the presentation of indexed lists of departmental files and has set out the reasons for its recommendation in the report. I assume that this matter is intended to be debated at a later stage once people have had a chance to look at the report. But in the meantime I indicate that the committee recommends that the order of 28 June 1994 be revoked, but that the government give notice of an appropriate substitute motion which would implement a trial production of indexed lists of departmental files for two departments for six months, and that the trial not involve any retrospectivity and exclude appropriate classes of confidential files as suggested by the committee. I indicate that this is a report of the whole committee. I seek leave to continue my remarks later.
